GS Behavior

Today in one of my meetings our assistant director of all things IT mentioned that our faction to the north exhibit GS Behavior. When I heard this concept I was like what is this GS level Behavior. I went to his office and asked him about his curious phrase. He told me that its an old school term (I'm still new to goverment work according to him) that describes people who have government jobs and have been around for so long that they try and get out of work. So if you hear someone with a goverment job come up with a thousand and one excuses on why not to do something, they are exhibiting GS Behavior.

In the national guard, we have it too, but we took it a level hire, we don't come up with excuses, we quote regulations on why we can't do something. Now whether the regulation is true or even exist who knows, but say that its in the regs is enough.
